The first one is used in formal situations in which the speaker talks for about 5 or 10 minutes, during which the interpreter takes notes. Immediately afterwards, the interpreter makes the translation based on the previous notes. This modality is normally used for negotiations, presentations of programs or projects, press conferences,...
The liaison interpreter accompanies one person or group of people who need to communicate with others in a different language. The context is informal, the interruptions of the speech are constant and it is not necessary to take notes. Some examples are business meetings that take place in trade shows or expositions.
